New patrons joining an unpublished tier

I have an unpublished tier at the $12.50 per creation level. It is listed on the backend as being unpublished as of May 8th.

But tonight I got an email indicating that I have a new patron at this level.

Does unpublishing a tier not remove it from general availability? This is how I was instructed to remove tiers without losing patrons currently in a tier when this came up years ago when Patreon removed my ability to accept 50c per creation supporters (which comes out to $4.50 to $5.00 per month - which somehow was flagged as beneath the minimum for Patreon support).

Sounds like a bug to me. Have you written in to Support about it?
